Key Reform In Military Integration: CDS Can Now Issue Joint Orders for Armed Forces

In a landmark move aimed at deepening integration among the Indian Armed Forces, Defence Minister Rajnath Singh has authorised the Chief of Defence Staff (CDS) to issue Joint Instructions and Joint Orders applicable to all three Services— the Army, Navy, and Air Force. This represents a major structural reform in India’s defence management architecture.

What has changed with this new authorisation?

Previously, any directives involving more than one Service had to be separately issued by each respective Service Headquarters. The new system allows the CDS and Secretary, Department of Military Affairs (DMA) to issue unified Joint Instructions and Orders, streamlining inter-service communications and decision-making.

The first such directive, titled ‘Approval, Promulgation and Numbering of Joint Instructions and Joint Orders’, was officially released on June 24, 2025.

Why is this significant?

The move is designed to enhance jointness, reduce redundancies, and boost administrative efficiency within the Armed Forces. It also aligns with India’s broader vision of integrated theatre commands and joint operational structures.

According to defence officials, this structural shift will not only improve transparency and coordination, but also reinforce the unity of purpose across India’s military branches—an essential aspect of modern multi-domain warfare.
