NIA To Form Exclusive Division To Track Terrorists Operating From Abroad

The National Investigation Agency (NIA) is preparing to establish an exclusive division dedicated to monitoring and collecting evidence against terrorists and gangsters operating from foreign soil, in what is seen as a major step to counter cross-border threats.

A senior NIA official confirmed that the new division will specifically focus on individuals and networks based outside India, particularly in countries such as Canada, the United States, the United Kingdom, Australia, Pakistan, Greece, and the Philippines.

“We have started working towards setting up such a division which will exclusively monitor and collect evidence against terrorists and gangsters operating from foreign soil,” the official was quoted by ETV Bharat.

Is there a foreign nexus of terror and crime?

According to intelligence inputs, several major terror plots in India have been planned and coordinated abroad. The NIA has also uncovered a growing nexus between terrorists and organized crime syndicates, with evidence showing close cooperation between Khalistani leaders, underworld elements, and drug traffickers.

Prominent Khalistani operatives have been traced to multiple countries. Satnam Singh Satta, a key terrorist, was located in Greece. At the same time, Amrik Singh and Mandeep Singh from Punjab’s Ferozepur were found in the Philippines — both facing charges under the Unlawful Activities (Prevention) Act (UAPA). Harjot Singh, another absconder against whom a lookout circular has been issued, has been tracked to the United States.

“All these terrorists are accused of running anti-India propaganda from foreign soil. Actions against them will be taken under UAPA,” the NIA official stated, adding that the agency remains in constant coordination with Interpol and foreign security agencies to bring absconders to justice.

Is Pakistan backing recruitment drives?

Investigations have revealed that Pakistan-backed Babbar Khalsa International (BKI) has launched a recruitment drive targeting drug smugglers and criminals linked to the underworld. By exploiting their networks, BKI aims to fund and execute terror operations in India.

“Terrorist outfits are luring gullible youth with promises of easy money through drug trafficking. Once trapped, they are recruited for anti-India activities,” the official explained.

Evidence suggests BKI operatives abroad have been providing funds, weapons, and explosives to their associates in India through well-coordinated conspiracies.

What is the strategic significance of the division?

Security experts believe the creation of this specialised wing will strengthen India’s counter-terror capabilities. A noted security analyst said, “Normally, the NIA depends on multiple intelligence agencies to track anti-national operatives abroad. With the formation of a dedicated division, the agency will be better equipped to independently trace absconders and neutralise threats emanating from foreign soil.”

The move underscores New Delhi’s growing focus on tackling transnational terrorism and organised crime that continues to threaten India’s internal security.
