India on Monday (December 15, 2025) delivered a sharp and unequivocal rebuttal to Pakistan at the United Nations Security Council (UNSC) Open Debate on “Leadership for Peace,” firmly rejecting Islamabad’s references to Jammu and Kashmir as an “unresolved dispute” and branding Pakistan a “global epicentre of terror.”
New Delhi reiterated that the Union Territories of Jammu and Kashmir and Ladakh are an integral and inalienable part of India and accused Pakistan of misusing the UN platform to pursue a divisive and hostile agenda against India.
What did India’s ambassador tell the UN body?
Speaking at the debate, India’s Permanent Representative to the UN, Ambassador Harish Parvathaneni, said Pakistan’s repeated references to Jammu and Kashmir reflected its “obsessive focus on harming India and its people.”
He underlined that the territories “were, are, and will always remain” part of India, dismissing Pakistan’s remarks as unwarranted and politically motivated.
How did India question Pakistan’s credibility?
Parvathaneni also questioned Pakistan’s credibility as a non-permanent member of the Security Council, stating that a country that continually uses international forums to further narrow political obsessions cannot be expected to fulfil its responsibilities under the UN Charter.
He said Pakistan’s conduct undermines its obligations as a UNSC member and detracts from the council’s core mission of promoting peace and security.

A key focus of India’s intervention was its decision to place the Indus Waters Treaty in abeyance.
The Indian envoy strongly defended the move, arguing that while India entered the treaty 65 years ago in good faith and a spirit of cooperation, Pakistan has consistently violated its spirit.
He cited three wars and thousands of terror attacks allegedly sponsored by Pakistan as evidence of this breach.

Referring to the April 2025 Pahalgam terror attack, in which 26 civilians were killed in what India described as religion-based targeted killings, Parvathaneni said the incident highlighted Pakistan’s continued support for cross-border terrorism.
Against this backdrop, he said, India has decided to hold the Indus Waters Treaty in abeyance until Pakistan “credibly and irrevocably” ends its support for terrorism in all forms.

Beyond security concerns, India also criticised Pakistan’s internal political situation.
Parvathaneni pointed to the jailing of former Prime Minister Imran Khan, the banning of the ruling political party, and what he described as a “constitutional coup” through the 27th amendment, which he said granted lifetime immunity to Pakistan’s Chief of Defence Forces, General Asim Munir.

Concluding his remarks, the Indian envoy asserted that India would continue to counter Pakistan-sponsored terrorism “in all its forms and manifestations with all its might.”
